Purchasing and Booking
- The Harbour Air Commuter Pass is non-refundable
- Minimum advance booking required: 3 days before flight departure
- The Harbour Air Commuter Pass expires 12 months from date of purchase
- The Harbour Air Commuter Pass can only be used to book available Value Fares.
- Flight bookings should be made online. If a booking is made via our call center or front counter agent, a booking fee of $15.00 will apply.
- When purchased in bundles of 10 passes, the Harbour Air Commuter Pass can be used by 1 passenger.
- When purchased in bundles of 20 passes, the Harbour Air Commuter Pass can be used by 2 passengers (1 Harbour Air Commuter Pass purchaser + 1 designated users of your choice)
- When purchased in bundles of 40 or 50 tickets, the Harbour Air Commuter Pass can be used by up to 4 people in total (1 Harbour Air Commuter Pass purchaser + up to 3 designated users of your choice)
- Prices listed are in Canadian funds, and include GST, Sustainability fee, port/dock fees, and the Vancouver Harbour Terminal Fee (where applicable)
- Commuter Passes are not combinable with any other coupons or promotions.
- The Powell River seasonal route is offered from April 2 to Oct 13, 2026
Cancellations by the Passenger
- More than 72 hours prior to scheduled departure time: Cancellations are eligible to be refunded to unused Commuter Pass for all refundable fares, fees and taxes. A $50 cancellation fee applies. Passengers must contact us to process the applicable fee and refund the flight to the Commuter Pass.
- Less than 72 hours prior to scheduled departure time: Cancellations are not eligible for refund.
Changes by the Passenger
- More than 72 hours prior to scheduled departure time: Reservations can be changed to another Value fare flight, subject to a $25 change fee. Passengers must contact us to process the applicable change fee. Otherwise, the change fee will be paid during check-in.
- Reservations can be upgraded to a higher-tier flight. Passengers must contact us to process the change, subject to a $25 change fee and any applicable fare difference.
- Day of, up to 1 hour before scheduled departure: Reservations can be changed to another same-day flight. Passengers must contact us to process the change, subject to a $25 change fee.
Baggage
- 15lbs per passenger is included in the fare, plus an additional 10 lbs free of charge travels space-available.
- Baggage over 25 lbs is subject to a fee of $3/lb (taxes included) and travels on a space-available, standby basis.
Harbour Air Club Gold and Silver Members travelling on a Commuter Pass
- When travelling on a Commuter Pass, note that the following Silver and/or Gold benefits do NOT apply to the guest: a) Waived change fees, b) Waived excess baggage
Accruing Harbour Air Club Credits and Qualifying Flights
- Commuter Pass bookings accrue Harbour Air Club Credits and Qualifying Flights as flights are flown using the Commuter Pass as a form of payment.
Purchasing and Booking
- The Harbour Air Student Commuter Pass can be used by 1 student passenger. Must have valid proof of post-secondary identification that will be validated following purchase.
- The Harbour Air Student Commuter Pass is non-refundable

- The Harbour Air Student Commuter Pass expires 12 months from date of purchase
- The Harbour Air Student Commuter Pass can only be used to book available Value Fares.
- Flight bookings should be made online. If a booking is made via the Customer Contact Centre, a booking fee of $15.00 will apply.
- Prices listed are in Canadian funds, and include GST, Sustainability fee, port/dock fees, and the Vancouver Harbour Terminal Fee (where applicable)
- Student Commuter Passes are not combinable with any other coupons or promotions.
- You will receive an email receipt, and we will process your order within 3 business days once proof of current registration in a secondary or post-secondary institution (i.e. a student ID) is submitted by email to commuter@harbourair.com and verified by the Harbour Air team.
- Once your order is processed, you will you receive your digital Harbour Air Student Commuter Pass details via email and can start booking flights online.
- Bookings can be made on Harbour Air's Vancouver/Victoria route only (Incl. Downtown Vancouver or Vancouver Airport (YVR South Seaplane Terminal) to Victoria Harbour and Vancouver Int. Airport (YVR South Terminal) to Victoria Int. Airport (YYJ)
Cancellations by the Passenger
- Cancellations are not eligible for refund.
Changes by the Passenger
- No changes can be made to departure date/time once booked.
Baggage
- 15lbs per passenger is included in the fare
- Baggage over 15 lbs is subject to a fee of $3/lb (taxes included) and travels on a space-available basis.

Explorer Pass Purchase Terms
The Explorer Pass is non-refundable. By purchasing the Explorer Pass, the Explorer Pass Holder commits to the quarterly subscription fee, which will be deducted from their submitted credit card used to make the initial purchase.
Explorer Pass Holder
Each Explorer Pass has one designated traveller, the Explorer Pass Holder. The Explorer Pass Holder is the only person who can access the benefits of the Explorer Pass. The Explorer Pass Holder cannot make reservations under their Explorer Pass for any other travellers.
Explorer Pass Booking
The Explorer Pass entitles the Explorer Pass Holder to an unlimited number of Value fare reservations with a $0 base fare (Explorer Pass Bookings).
Explorer Pass Bookings include point to point flights only. Scenic flight tours and packaged tours are excluded. Through fares are excluded.
Explorer Pass Holders must pay all taxes and fees on Explorer Pass bookings. These taxes and fees include, where applicable, Terminal Fees, VHFC Terminal Fee, Tofino Resort & Marina Fee, Air Traveller Security Charge, Airport Improvement Fees, Port Authority Fees, Municipality Fees, Agriculture Fees, Customs Fees, Immigration Fees, Sustainability Fee, and Fuel Surcharges.
Booking Cancellations by the Explorer Pass Holder
More than 72 hours prior to scheduled departure time: Explorer Pass booking cancellations are eligible to be refunded to original form of payment with a $25 cancellation fee for all refundable fares, fees and taxes.
Less than 72 hours prior to scheduled departure time: Explorer Pass bookings cannot be cancelled to original form of payment. Explorer Pass booking cancellations within 72 hours are subject to a cancellation fee of $100.
No-show: If the Explorer Pass Holder does not pre-emptively cancel their Explorer Pass booking prior to the check-in cutoff of 20 minutes before the flight departure, the Explorer Pass Holder will be charged the Explorer Pass No-Show Fee. The Explorer Pass No-Show Fee is $150.
Changes by the Explorer Pass Holder
More than 72 hours prior to scheduled departure time: Reservations can be moved, subject to availability of the Value tier. A $25 change fee applies.
Day of, up to 1 hour before scheduled departure: Reservations can be changed to another same-day, same route flight for a $25 change fee.
Baggage
15 lbs per passenger is included in the fare, an additional 10 lbs free of charge travels space-available.
Baggage over 25 lbs is subject to a fee of $3/lb (taxes included) and travels on a space-available, standby basis.

Accruing Harbour Air Club Credits and Qualifying Flights
Explorer Pass bookings accrue Harbour Air Club Credits and Qualifying Flights as flights are flown with the Explorer Pass applied to the booking. The purchase of the Explorer Pass does not accrue Club Credits.
Purchase
- All Harbour Air Digital Gift Card purchases are final. All Gift Cards are non-refundable once the purchase has been completed.
- Digital Gift Cards will be delivered digitally with no accompanying physical card. To purchase a physical Gift Card, please inquire at one of our bases.
- Upon purchase of a Digital Gift Card, Harbour Air will reach out to the purchaser with the Digital Gift Card details within 5 business days. Digital Gift Card details include the Digital Gift Card Number and the Password.
Gift Card Redemption
- Digital and Physical Gift Cards can be redeemed for Harbour Air scheduled flights and scenic tours.
- Digital Gift Cards can be redeemed online by booking at harbourair.com or by reaching out at https://harbourair.com/contact-us/.
- In order to redeem, Digital Gift Card Holders must provide both the Digital Gift Card Number and the Password. Harbour Air is unable to recover a Password for a Digital Gift Card.
- The stored value on a gift card does not expire.
- Harbour Air strongly recommends that Digital Gift Cards be registered with a Harbour Air Club or Harbour Air Account.
Fraud
- Digital and Physical Gift Cards cannot be resold; unlawful resale or attempted resale is grounds for seizure and cancellation of the Gift Card without compensation.
- Harbour Air are not responsible for Digital Gift Cards purchased online that are undelivered or not received due to inaccurate delivery information, including but not limited to, incorrect or nonexistent physical or email addresses. In order to ensure that delivery information has been entered accurately, we recommend that customers check all details prior to finalizing their purchase.
- Harbour Air reserves the right to refuse, suspend, hold for review or cancel any Digital or Physical Gift Card order for which fraud is suspected.
- Harbour Air reserves the right to deactivate or reject any Digital or Physical Gift Card issued or procured, directly or indirectly, in connection with fraudulent actions.
- Harbour Air reserves the right to limit, by individual, the number of gift cards that can be redeemed or the aggregate amount that can be redeemed at any given time.
Lost, stolen, damaged or destroyed cards
- Digital or Physical Gift Cards should be treated like cash; Harbour Air is not responsible for any stored value balance if the Digital or Physical Gift Card is lost, stolen, damaged or destroyed. If it is lost, stolen, damaged, destroyed or used without authorization, the value will not be refunded.
- Ownership and risk of loss is transferred to the recipient of the Digital or Physical Gift Card immediately upon completion of processing of the order by Harbour Air. Harbour Air reserves the right to reject any claim for replacement of a Digital or Physical Gift Card.
